Invest upto Rs. 50,000/- beyound Rs. 1,00,000/- to Save Income Tax upto 50% in RGESS

In the current Financial Year 2012-13 there was a proposal of investment in Rajiv Gandhi Equity Saving Scheme“(RGESS) up to Rs. 50,000/- beyond the normal saving of Rs. 1,00,000/- under 80-C of Income Tax Act. Now the Union Finance Minister Shri P. Chidambaram has approved this  new tax saving scheme called “Rajiv Gandhi Equity Saving Scheme“(RGESS),exclusively for the first time retail investors in Securities Market. This Scheme would give tax benefits to new investors who invest up to Rs. 50,000 and whose annual income is below Rs. 10 lakh. 

The Scheme not only encourages the flow of savings and improves the depth of domestic capital markets, but also aims to promote an ‘equity culture’ in India. This is also expected to widen the retail investor base in the Indian securities markets. 

Salient features of the Scheme are as under: 

  • Scheme is open to new retail investors, identified on the basis of their PAN numbers. This includes those who have opened the Demat Account but have not made any transaction in equity and /or in derivatives till the date of notification of this Scheme and all those account holders other than the first account holder who wish to open a fresh account. 
  • Those investors whose annual taxable income is ≤ Rs. 10 lakhs are eligible under the Scheme. 
  • The maximum Investment permissible under the Scheme is Rs. 50,000 and the investor would get a 50% deduction of the amount invested from the taxable income for that year. 
  • Under the Scheme, those stocks listed under the BSE 100 or CNX 100, or those of public sector undertakings which are Navratnas, Maharatnas and Miniratnas would be eligible. Follow-on Public Offers (FPOs) of the above companies would also be eligible under the Scheme. IPOs of PSUs, which are getting listed in the relevant financial year and whose annual turnover is not less than Rs. 4000 Crore for each of the immediate past three years, would also be eligible. 
  • In addition, considering the requests from various stakeholders, Exchange Traded Funds (ETFs) and Mutual Funds (MFs) that have RGESS eligible securities as their underlying and are listed and traded in the stock exchanges and settled through a depository mechanism have also been brought under RGESS. 
  • To benefit the small investors, the investments are allowed to be made in installments in the year in which tax claims are made. 
  • The total lock-in period for investments under the Scheme would be three years including an initial blanket lock-in period of one year, commencing from the date of last purchase of securities under RGESS. 
  • After the first year, investors would be allowed to trade in the securities in furtherance of the goal of promoting an equity culture and as a provision to protect them from adverse market movements or stock specific risks as well as to give them avenues to realize profits. 
  • Investors would, however, be required to maintain their level of investment during these two years at the amount for which they have claimed income tax benefit or at the value of the portfolio before initiating a sale transaction, whichever is less, for at least 270 days in a year. The calculation of 270 days includes those days pursuant to the day on which the market value of the residual shares /units has automatically touched the stipulated value after the date of debit. 
  • The general principle under which trading is allowed is that whatever is the value of stocks / units sold by the investor from the RGESS portfolio, RGESS compliant securities of at least the same value are credited back into the account subsequently. However, the investor is allowed to take benefits of the appreciation of his RGESS portfolio, provided its value, as on the previous day of trading, remains above the investment for which they have claimed income tax benefit. 
  • For the purpose of valuation of shares, the closing price as on the previous day of the date of trading will be considered so that new investors are certain about their debits and credits into the account. 


In case the investor fails to meet the conditions stipulated, the tax benefit will be withdrawn. 

Like all financial products which have reached out substantially to the retail investors (post office savings, life insurance policies etc) through tax benefits, this tax break for direct investment in equity is expected to substantially encourage the retail participation in securities market as well as to enhance their participation in the growth of Indian industry. Entry of more retail investors are expected to further deepen the securities markets as they bring in long-term stable funds, which can counteract the volatility created by the liquidity providers of the market. The Scheme, thus, also furthers the goal of financial stability and promotes financial inclusion. Since Exchange Traded Funds and Mutual Funds have also been brought under the Scheme, the Scheme should provide encouragement and re-assurance to the first time investors. 

The broad provisions of the Scheme and the income tax benefits under it have already been incorporated as a new Section - 80CCG - of the Income Tax Act, 1961, as amended by the Finance Act, 2012. 

Department of Revenue will notify the Scheme and SEBI will issue the relevant circulars to operational the Scheme in the next two weeks.

FAQ asked question on RGESS

1) How will get the tax benefit under this scheme? 

To get benefit in this scheme you must fulfill these conditions first

You have never invested in equities or you have never traded in equity derivatives before announcement of this scheme ,so you must be new investor.

You may have demat account but no transaction in equity must have done before announcement of this scheme.

You taxable income for the year (Fy 2012-13) must be less than 10 lakh.

If above conditions are satisfied then you can invest in equity shares TOP 100 in BSE/NSE or in Public issue of  Govt Company (eligible under this scheme)  or through eligible mutual funds or ETF's .

You can get 50% of amount invested in above scheme subject to maximum deduction Gross 50000 net 25000/-

3) Demat Account is compulsory for this scheme?

Demat account is compulsory to invest in shares /though if invest through mutual funds ,in our opinion demat is not required .You can use your old demat account if you are a eligible as new investor.

4) Is amount of exemption is above 1 lac in 80C?

This exemption is in addition to section 80C . Maximum amount that is eligible under this scheme is Rs .50000/-. Individual will get 50% of the amount invested as deduction ,subject to maximum deduction of Rs 25000/-

5) When can applicable this scheme?

This scheme is applicable from this year it self  mean  FY 2012-13. But detailed notification yet to come .In the mean time you can start process of opening of new demat account ,if not already have. However start investing in this scheme only after full details are available ,which is expected to come in 15 days time .(first week of October,2012)

6) Is this scheme is available to HUF ?

No , This scheme  is not available to HUF . This is available to Individual only.

1652 Posts in Directorate of Health Service West Bengal

The West Bengal health Services Nursing Branch, which comes under the complete administration and governance of Directorate of Health Services of West Bengal has notified about the second phase recruitment process. This recruitment 2012 process is to be held for filling up the vacancies for the post of staff nurse in the organization. These staff nurse posts are Grade 2 vacancies in Health Institutions of West Bengal Government. The candidates who are interested and are eligible to apply for the available posts may apply on or before the date 28th September 2012.
   
The Health Institutions of Government of West Bengal have invited applications from eligible and interested candidates for the second phase recruitment of Staff Nurse (Grade 2). The candidates may be from either government institutes or non-government institutes. The total number of vacancies that has been notified by the Directorate of Health Services West Bengal is 1652, which are meant to be divided as per the reservation categories. The distribution of the total number of vacancies is as follows:

37 out of the 528 vacancies which come under the general category vacancies have been fixed for PH candidates. 

The pay scale of the candidates would be of Band 3 structure. The salary that the candidates would withdraw would be Rs. 7100-37600 + Rs. 3600 grade pay with a minimum pay of Rs. 7680 of the basic. Apart from this salary structure, the candidates would also be receiving various benefits and allowances which would be as per the instructions of the government of the state, that is, Government of West Bengal.
The candidates are encouraged to apply for the available vacancies before the stipulated time.
   
The most primary and basic requirement to be eligible for the available vacancies is to have an Indian citizenship and there is an additional stipulation that the candidate should be a resident of the state of West Bengal. The age limit that has been set for the Staff Nurse vacancies is 18years to 35 years as on 1st January 2012. This age limit has to be strictly followed by the candidates belonging to the general category. The government of West Bengal has provided for relaxations for the upper age limit in case of the candidates who belong to the reserved categories.
   
The candidates should have a GNM certification from the Nursing Training Schools which are recognized by the Indian Nursing Council and West Bengal Nursing Council in or before the year 2011. The candidate should be having a registration authorized by the West Bengal Nursing Council.
The candidates need to comply with all the eligibility criteria that have been mentioned by the West Bengal government and the WB State Nursing Council.
  
After the candidates submit their applications and their candidature in the prescribed manner, their academic record and other criteria will be checked. Once the officials go through the details of the candidates, they will be preparing a provisional list of candidates, broadly on the basis of the marks which the candidates have achieved in their higher secondary school examination and during their GNM course duration. After the preparation of the provisional list, the candidates will have to go through a medical test and a process of document verification before they get the final selection intimation.

FAQ's about National Pension System (NPS)

Government of India has started National Pension Scheme in India. PFRDA was established by Government of India on 23rd August, 2003.  The Government has, through an executive order dated 10th October 2003, mandated PFRDA to act as a regulator for the pension sector. The mandate of PFRDA is development and regulation of pension sector in India. Here are some Frequently Asked Questions (FAQ's) about NPS : 

What is National Pension System (NPS)?
  • The Government of India (GOI) has rolled out the NPS for all citizens of India from May 01, 2009.
  • The person (employee/citizen) who joins the NPS will be known as ‘Subscriber’ in the NPS. Under the NPS, each Subscriber will open an account with Central Record keeping Agency (CRA) which will be identified through unique Permanent Retirement Account Number (PRAN).
  • Under NPS, two types of account would be available to subscribers i.e. Tier I and Tier II; Tier I account - where subscribers contribute his / her savings for retirement into a non-withdraw able account, and a Tier II account - a voluntary savings account from which subscribers are free to withdraw their savings whenever he wishes. The facility of Tier II account was made available from December 01, 2009 to all citizens of India including Govt. employees not mandatory covered under NPS. An active Tier I account will be a pre requisite for opening of a Tier II. 
What are the benefits of NPS?
  • It is voluntary - NPS is open to every Indian Citizen. A subscriber can choose the amount he wants to set aside and save every year.
  • It is simple - All the subscriber has to do is to open an account with any one of POPs (Point Of Presence) and get a PRAN.
  • It is flexible - Subscribers can choose their own investment option and pension fund and see their money grow.
  • It is portable - Subscribers can operate their account from any where in the country, even if they change the city, job or their pension fund manager.
  • It is regulated - NPS is regulated by PFRDA, with transparent investment norms and regular monitoring and performance review of fund managers by NPS Trust.
What is Swavalamban Yojana?
  • Swavalamban Yojana is a scheme announced by the Government of India under which for each NPS account opened in the year 2009-10 and 2012-13, Government will contribute Rs. 1000 per year for the next three years, subject to certain conditions such as eligibility criteria etc as laid down by Government of India.
Who are eligible for Swavalamban Yojana?
  • For the purpose of this scheme, a person will be deemed to belong to the un-organised sector if that person  is not in regular employment of the Central or a state government, or an autonomous body/ public sector undertaking of the Central or state government having employer assisted retirement benefit scheme, or
  •  is not covered by a social security scheme under any of the following laws Employees’ Provident Fund and miscellaneous Provisions Act,1952
  • The Coal Mines Provident Fund and Miscellaneous Provisions Act, 1948
  • The Seamen’s Provident Fund Act, 1966
  • The Assam Tea Plantations Provident Fund and Pension Fund Scheme Act, 1955
  • The Jammu and Kashmir Employees’ Provident Fund Act, 1961
  • The scheme will be applicable to all persons in the unorganised sector subject to the condition that the benefit of Central Government contribution will be available only to those persons whose minimum contribution in Tier I account is Rs.1,000 per annum and maximum of Rs. 12,000 per annum, for both Tier I and II taken together.
How do a subscriber avail the benefit of this Swavalamban Yojana scheme if he is eligible?
  • If a subscriber is eligible for the scheme, then he/she can confirm the same by putting a tick in the appropriate box in "Section D" of Composite Application Form during registration. If he/she is an existing subscriber, then he/she needs to submit a declaration, the format of which will be made available shortly. If subsequently it is found that the subscriber has made a false declaration about his eligibility for the benefits under this scheme or has been wrongly given the benefit of government contribution under this scheme for whatsoever reason, the entire government contribution will be forfeited along with penal interest as may be specified from time to time. If the status of the subscriber changes to ineligible after joining the NPS, he/she should immediately declare so and the benefit of government contribution will not accrue to the subscriber’s account after the date on which the subscriber becomes ineligible.
What are the tax benefits of NPS?

At present, the tax treatment for contribution in Tier I account is EET, "Exempted-Exempted-Taxed" i.e., the amount contributed is entitled for deduction from gross total income up to Rs. 1.00 lac (along with other prescribed investments) as per section 80C (as per the provisions of the Income Tax Act, 1961 as amended from time to time). The appreciation accrued on the contribution and the amount used by the subscriber to buy the annuity are not taxable, Only the amount withdrawn by the subscriber after the age of 60 is taxable.
  • As per the proposed Direct Tax Code, the tax treatment for contribution in Tier I account will be "Exempted-Exempted-Exempted" i.e. in addition to the existing benefit, the amount withdrawn by the subscriber after the age of 60 will be exempted from tax like PPF. There is no tax benefit for contributions in Tier II account.
Which document do I use as investment proof in order to avail the tax benefit?
  • The print out of the Statement of Transaction (SOT) could be used as a document for claiming Tax benefit.
Can a subscriber get loan under NPS ?
  • No, at present, a subscriber cannot avail a loan against his / her NPS holdings.

Cricket now is mostly about the fascinating short version of the game called T20 cricket. With the T20 World Cup knocking at the door which is to start from the September 18, 2012 in Sri Lanka, the expectations from participating nations from all across the World are humongous. The T20 World Cup schedule has been declared by the ICC which will host 27 matches in the period of September-October this year.
