High Court of Punjab and Haryana, Chandigarh Recruitment

Applications on prescribed form are invited for filling up 102 posts of Restorer (General 83, SC/ST/BC 11,Ex-servicemen 5,Physically handicapped 3) in the pay band of Z. 5910-20200 Plus Grade Pay Z.2400/- (with initial start of '.9880/-) plus usual allowances as admissible from time to time. There is no reservation for dependents of Ex-servicemen, therefore, dependents of ESM should not fill the Column of ESM. Totally blind persons are not eligible for this post. The number of vacancies can be increased or decreased without any prior notice.

Qualification : Applicant must have passed 10+2 from the Central Board of School Education or from any recognized Education Board as on 03.09.2012. Preference will be given to the applicants who have the knowledge of computer. The candidates who apply for the post will have to appear in the written examination of 30 marks (English Composition and General Knowledge),practical test of 30 marks (proficiency in operation of computers i.e. word processing, spread sheets and use of Internet) and interview of 40 marks, to be held on a date to be notified later to assess their suitability for the post. No candidate will be called for practical test and interview unless he/she obtains at least 40% marks in the written examination. Mere obtaining 40% marks in the written test will not by itself confer a right on a candidate to be called for practical test and interview. The Committee further reserves the right to shortlist the candidates to be called for practical test and interview. The final selection would be made on the basis of the marks obtained in practical test and interview.

(ii) The last date for obtaining application forms by post is 25.08.2012.
(iii) Candidates can apply on the prescribed form only.
(iv) Applicants already working in Subordinate Courts or Offices of the Govt. of State of Punjab, Haryana and U.T., Chandigarh should route their applications through proper channel.

Procedure for Online Submission of Application Note: 

1. On-line application will be available from 25.8.2012 to 19.9.2012 for Part I Registration and 25.8.2012 to 21.9.2012 for Part II Registration. The online submission of the application may be made at website http://ssconline.nic.in or http://ssconline.gov.in Instructions are available at the site. Candidate should read the instructions carefully before making any entry or selecting options. Candidate should supply all the required details while filling up the online form. Mandatory fields are marked with * (asterisk) sign. The filling of online application contains two parts : Part I Registration Part II Registration In Part I registration, candidate will have to fill basic information. On submission of details, candidate shall be prompted to check the details and make any correction in the application. 

2. Candidate may press ?I agree? button after declaration once he/she finds that information supplied by him/her is in order and no correction is required. Thereafter no correction/modification etc. shall be allowed. 

3. Then a page with Registration No. shall be generated. Note down registration number or take out the print out of the page. The application procedure is incomplete without part II registration. Part II registration requires filling of payment details, uploading of photograph and scanned signature. Candidates may note that the Registration number given by the Commission and Transaction ID of the Bank should be properly entered in the relevant space, failing which it will not be possible to link the payment with Part I registration. 7. Those who are exempted from payment of fee can skip steps 4 to 7.

8. Then upload a recently taken scanned photograph in 8 – bit JPG format. The digital size of the file must be of resolution 100 pixel widths by 120 pixels height.

9. Then upload your scanned signature in 8 – bit JPG format. The digital size of the file must be of resolution 140 pixel width by 60 pixels height.

10. Candidates are advised to go through the instructions carefully before filling up the application form.

11. Request for change/correction in any particulars in the Application Form shall not be entertained under any circumstances. The FCI/ SSC will not be responsible for any consequences arising out of incorrect filling up of applications.

Issue multicity / payable cheques by CBS enabled banks branches :RBI

RBI has advised banks to issue only  multi city /Payable at par cheque books to their customers where Bank branches are CBS (core Banking solution). These are not mandatory instructions but being a nodal agency RBI recommendations are generally followed with great respect.Moreover RBI has also clarified that being the payable at par cheques are treated as Local cheques ,Charges should also not be levied for collection of such cheques also.Further Nodal bank has also directed the Banks to publish their policies about the payable at par cheques on Bank website also.

As you are aware, various Core Banking Solutions (CBS) implemented in banks marked a paradigm shift in Customer Services. Customers of a branch are now the bank's customers as they can access their accounts from any branch for defined purposes. The new opportunities offered by CBS have enhanced customer service by way of offering various payment products and channels resulting in speedy movement of funds across the country. Leveraging the CBS, banks have started issuing “payable at par” / “multi-city” cheques to select customers with separate transaction codes (29, 30 and 31) by putting in place infrastructure for processing such cheques at all CBS enabled branches.

2. In this regard, Reserve Bank of India had suggested vide its circular DPSS. CO. No. 644 / 03.01.02 / 2007-08 dated October 31, 2007, that the facility of “payable at par” / “multi-city” cheques should be made available by all the CBS enabled banks to all the eligible and requesting customers taking into consideration the availability of CBS in more than 35, 000 bank branches at that time.

3. On a review of the practice followed by banks in this regard, it has been observed that banks are issuing these types of cheques differently. While a few banks are issuing “payable at par” / “multi-city” cheques with value cap, some other banks issue these cheques as per category of account (High Net-worth Customers). Instances of levying intersol charges when such cheques are cleared at other than the base branch city have also come to our notice.

4. Taking into consideration the availability of processing infrastructure for clearing outstation cheques at all clearing locations across the country and to bring about further efficiency in cheque clearing, all CBS enabled banks are hereby advised to issue only “payable at par” / “multi-city” CTS 2010 Standard cheques to all eligible customers. Appropriate Board approved risk management procedures based on risk categorization of accounts may also be put in place. Since such cheques (payable at par) are cleared as local cheques in clearing houses, customers should not be levied extra charges. The updated Board approved policy of banks in this regard may be placed on the web-site of banks, customers notified and a copy thereof forwarded to us.

5. The above instructions are issued under Section 18 of the Payment and Settlement Systems Act, 2007 (Act 51 of 2007).

Recently RBI (Reserve Bank of India) has issued a notification .In this Notification RBI has released some new features to be added in Cheque leafs in 2010.Further RBI has also directed that there should be no cutting/correction/alteration in amount in Figures ,Amount in words ,or in Payee name or any where else on the cheque except on date and that is only for date validation(extension of cheque date) purpose.And if there is cutting /alteration in cheque other than date extension then cheque will be of no use.Customer has to issue fresh cheque if there is cutting in figure,words,payee name or bank account.

The benchmark prescriptions shall be known as "CTS-2010 standard", specifications of which are annexed. Effective date of implementation of the standard will be advised to you in due course. It is our intention that the revised cheque standard is implemented by banks before the roll-out of CTS at Chennai. IBA and NPCI will be co-ordinating and advising banks on introduction of additional security features on cheques as also other aspects relating to implementation of the standard across the country

Features that is to be included in New cheque issue and processing instructions are given below:-

Mandatory features

Prohibiting alterations / corrections on cheques : No changes / corrections should be carried out on the cheques (other than for date validation purposes, if required). For any change in the payee’s name, courtesy amount (amount in figures) or legal amount (amount in words), etc., fresh cheque forms should be used by customers. This would help banks to identify and control fraudulent alterations. 

Printing of account field : All cheques should, as far as possible, be issued with the account number field pre-printed. This should be considered must for current account holders and corporate customers.
VOID pantograph (At Printing Stage): Photograph with hidden / embedded “COPY”or “VOID” feature shall be included in the cheques. This feature should not be visible on the scanned image at the resolution specified in CTS but should be clearly visible in photocopies and scanned colour images as resolution used in such cases would be above the prescribed CTS standards. This would act as a deterrent against colour photocopy or scanned colour images of a cheque.

Paper (At Manufacturing Stage) : Status quo shall be maintained in relation to paper specifications as it exists currently. Details of current specifications are contained in the document 'Mechanised cheque processing using MICR technology - Procedural Guidelines', available at - http://www.rbi.org.in/scripts/Publication. Additionally, paper should be image friendly and have protection against alterations by having chemical sensitivity to acids, alkalis, bleaches and solvents giving a visible result after a fraudulent attack. CTS-2010 Standard paper should not glow under Ultra-Violet (UV) light i.e.,it should be UV dull. This shall ensure that the feel of cheques is uniform across banks.

Watermark (At Manufacturing Stage) : All cheques shall carry a standardized watermark, with the words “CTS-INDIA” which can be seen when held against any light source. This would make it difficult for any fraudster to photocopy or print an instrument since this paper would be available only to security printers handling cheque printing. The watermark should be oval in shape and diameter could be 2.6 to 3.0 cms. Each cheque must hold at-least one full watermark. Sample watermarks that would be used in CTS will be finalized in consultation with Indian Banks’ Association (IBA) / National Payments Corporation of India (NPCI) and could (illustratively) appear as under -

Bank’s logo printed with invisible ink (ultra-violet ink) (At Printing Stage) :Bank’s logo shall be printed in ultra-violet (UV) ink. The logo will be captured by / visible in UV-enabled scanners / lamps. It will establish genuineness of a cheque. 

Field placements of a cheque : Placement of significant fields on the cheque forms shall be mandated. However, placement of additional fields shall be left to banks. This will enable data capturing by Optical / Image Character Recognition (OCR / ICR) engines in offline mode and help banks in automating their payment processes. A sample cheque with recommended field placements is placed at  below.

Mandating colours and background : Light / Pastel colours shall be mandated for cheques so that Print / Dynamic Contrast Ratio (PCR / DCR) is more than 60% for ensuring better quality and content of images. The colours will be finalized in consultation with IBA / NPCI.

Clutter free background : Background of cheques shall be kept as clutter free as possible for improving quality and clarity of images. 

Use of UV feature on cheque images : Though bank’s logo in UV ink is a strong deterrent for forgery and duplicate cheques, there are challenges in terms of increased image size, stabilization of UV technology in CTS environment, availability of UV-enabled scanners, etc., in implementing this feature. However, the benefits outweigh the limitations and hence this feature shall be incorporated. Presenting banks can subject instruments beyond a threshold value to UV verification using the UV lamps currently available for currency note verification. In case UV technology stabilises in future, the UV image view could be incorporated in CTS as an additional image view or by dropping one of the existing image views.

  • In case a candidate has passed the Master Degree Examination also after Bachelor Degree, the higher percentage of marks obtained either in Under Graduate or Post Graduate degree of the two will be taken into consideration while preparing the merit.
  • No one who is already in employment (whole time or part time or in honorary capacity) shall be admitted to the B.Ed. (Regular) Course in any College of Education without taking leave from the employer for full academic session.
  • It will be the responsibility of the candidate to ensure eligibility for admission before applying for the course. If on verification at a later stage, it is found that a candidate does not fulfil the eligibility conditions, his/her candidature will be cancelled and the fee deposited by him/her shall be forfeited.
  • On-line registration fee for B.Ed (Regular) course is Rs.500/- (non-refundable) for General category candidates and Rs.125/- (non-refundable) for SC/BC/PH candidates of Haryana state.
  • Counselling fee for B.Ed (Regular) Course is Rs.500/- (non-refundable) for all candidates.       (Thus, the General candidate will pay Rs. 1000/- (non-refundable) and SC/BC/PH candidates of Haryana State will pay Rs. 625/- (non-refundable) as On-line registration and Counselling fee and this fee shall be deposited by the candidate through www.hbed2012.org or www.hbed2012.net in the Account of K.U. Kurukshetra. Bank charges @ Rs. 10/- per candidate shall be paid by the concerned candidate; if the fee is paid through net banking the charges will be extra as per Bank Rules. )
  • All the candidates must verify their personal information during online registration.
  • Locking of submitted choices is advisable, however, candidates who do not lock the choices, their last filled choice would be considered final.
  • Registered candidates who do not fill choices or fail to save the same cannot be considered for admission and seat allotment.
  • Candidates must take print-out of their online Application Form along with their locked choices. This print-out has to be signed and submitted at the time of reporting for admission.
  • The outcome of different round will be displayed on the website www.hbed2012.org or www.hbed2012.net as per admission schedule. No individual allotment letter will be sent to the candidates.
  • All the candidates who are allotted seats will report to allotted college / institute, failing which their seat allotment shall stand cancelled. Also, they will not be considered for further rounds of Counselling.
  • Candidates will produce all the relevant certificates in original including registration and counselling fee receipt for verification along with provisional allotment letter, a signed print out of their online application form, their locked choices generated from the website at the time of reporting.
  • At the time of reporting if documents are found to be correct on verification then provisional admission/ auto up-gradation letter generated online will be issued to the candidate by the concerned college. The candidate shall check all the entries in this provisional admission/ auto up-gradation letter and should sign it and preserve it for further reference.
  • The allotment of seats is liable to be cancelled, if the personal data viz. Category,  Sub-category, Group (Group-I Science and Arts with Maths Group-II Arts and Commerce) residential status (Bonafide Residents of Haryana or All India Category), percentage of marks in qualifying examination, gender etc. submitted by the candidates at the time of registration is found to be wrong at the time of verification of the original certificates at Allotted Institutes, But, if the candidate is found to be eligible after the correction in personal data, the candidate may be considered for subsequent rounds of counseling, if any, against the vacancies only.    
  • If a candidate is admitted on the basis of the information submitted by him/ her, which is found to be incorrect or false at any stage then his/ her admission shall be cancelled and all fees and other dues paid by him/ her shall be forfeited. The University/ College/ Institute may take further action, as deemed fit, against the candidate in accordance with law.
  • Candidate seeking admission in self financing institutions are advised to ensure that they are lawfully admitted failing which, they shall not be authenticated by the K.U. Kurukshetra and shall not be registered by the affiliating Universities and they themselves shall be responsible for any such lapse.
  • All the rules and regulations for the submission of migration certificates by the candidates who have passed the qualifying examinations from other Universities will be applicable as per the rules of concerned University.
  • In case a candidate after having deposited required fee for admission to B.Ed (Regular ) course 2012-13 decides to leave the B.Ed course before the last round of counselling,  the fee deposited by the candidate will be refundable to him/her by the concerned college if the seat so vacated is filled by some other candidate after deducting Rs. 1000/- only.  
  • In case of ambiguity about any rule, the interpretation of the same by the University shall be final.
  • All legal disputes relating to admission to B.Ed. (Regular) Course will be subject to Courts having jurisdiction at Kurukshetra.
  • The number of colleges/sanctioned seats may increase or decrease based upon the approval and    affiliation from the University concerned.

EPFO to issue individual accounts numbers like bank account

The Constitution of India under "Directive Principles of State Policy" provides that the  State shall within the limits of its economic capacity make effective provision for securing the right to work, to education and to public assistance in cases of unemployment, old-age, sickness, disablement and undeserved want.

The EPF MP Act, 1952 was enacted by Parliament and came into force with effect from 4th March,1952. A series of legislative interventions were made in this direction, including the Employees' Provident Funds Miscellaneous Provisions Act, 1952.  Presently, the following three schemes are in operation under the Act:

1. Employees' Provident Fund Scheme, 1952
2. Employees' Deposit Linked Insurance Scheme, 1976
3. Employees' Pension Scheme, 1995 (replacing the Employees' Family Pension Scheme, 1971)

The Employees' Provident Fund Organisation, India, is one of the largest provident fund institutions in the world in terms of members and volume of financial transactions that it has been carrying on.

The Employees’ Provident Fund Organisation (EPFO) has decided to issue individual account numbers to its members that will function independent of their employers.

“Most workers today are on a contract basis and change jobs every three to four years, resulting in multiple provident fund accounts,” a senior PF official said, adding that most of the EPFO’s total workload currently involves transfer or settlement of PF claims. Of the nearly 1 crore claims the EPFO receives every year, about 90 lakh pertain to transfer or settlement of accounts.

The issue came up for discussion ,when the EPFO’s Central Board of Trustees (CBT) met. Though it was not listed on the agenda for discussion, sources said Central PF Commissioner RC Mishra announced that the EPFO would try to give all its 6.15 crore subscribers individual account numbers by March 31, 2013. “This is especially important for contractual workers or those in the construction industry. It will also help improve the functioning of the EPFO,” Mishra said after the meeting.

“Not only is there an immense amount of pressure on us, but also the very objective of social security is lost as most members choose to withdraw their savings from old PF accounts,” the official pointed out. Initial calculations reveal that a worker earning Rs 5,000 per month can earn a pension of Rs 2,100 per month after 25 years through the Employees’ Pension Scheme (EPS).

“Compared to the mere Rs 200 or Rs 300 people get as pension now due to multiple accounts, Rs 2,100 is a good amount,” the official said. The EPFO is now planning to latch on to the Unique Identification Authority of India. Under the plan, UID will be used as a platform for issuing individual account numbers. The EPFO will start off the project by converting all existing account numbers into centralized numbers. As and when subscribers get UID numbers, it will merge all his multiple PF accounts into one account. An investment of Rs 200 crore is understood to have been outlined for this exercise.
