Issue Online TDS Certificate u/s 195 - CBDT

Income Tax Department has issued a notification regarding Section 195 to issu ONLINE Certificate under Section 195(2) and 195(3) be read as under :

SECTION 195 OF THE INCOME-TAX ACT, 1961 - DEDUCTION AT SOURCE - NON-RESIDENTS, PAYMENTS TO - ISSUANCE OF ONLINE CERTIFICATE UNDER SECTION 195(2) AND 195(3)

TDS INSTRUCTION NO.51

[F.NO.SW/TDS/02/2013/DIT(S)-II, DATED 4-2-2016

Request has been received from field formations and tax payers to provide functionality for issue of online certificate u/s 195(2) and 195(3) for lower/no deduction as manual certificates were not being considered during processing of TDS statements by CPC TDS.

2. In this regard, existing functionality to issue online certificate u/s 197 in ITD application has been enhanced to issue online certificate u/s 195(2) and 195(3) as under:
i.          Assessing Officers of International taxation charges who are authorized to issue certificate u/s. 195(2) and 195(3) may be assigned the role AR INT TAXATION in ITD application by respective Computer Centre through HRMS module, if not already assigned. The certificate type i.e. 197/195(2)/195(3) also needs to be specified.
ii.          For issue of certificate u/s 195(2) and 195(3), jurisdiction restriction of PAN has been relaxed. For issue of certificate u/s 195(3), TAN and Amount has been made optional.
iii.          As per existing procedure for issue of certificate u/s 197, certificates u/s 195(2) and 195(3) is required to be approved by Range officer through ITD application.

3. The above functionality may kindly be brought to the notice of AOs under your charge.

Central Teacher Eligibility Test (CTET) February 2015 Examination by CBSE

The Central Board of Secondary Education, Delhi is going to conduct the Central Teacher Eligibility Test (CTET) for a person to be eligible for appointment as a teacher for classes I to VIII on 22.02.2015 (Sunday). The interested candidates can apply in ONLINE mode only through the link provided on the official website of CBSE. No other means/mode of application will be accepted. The candidates are advised to ensure their eligibility before applying for this test. 

The CTET shall apply to schools of the Central Government (KVS, NVS, Tibetan Schools, etc) and schools under the Administrative Control of UT of Chandigarh,Andaman & Nicobar Islands, Lakshadweep, Daman & Diu, Dadra & Nagar Haveli and NCT of Delhi. CTET may also apply to the unaided private schools, who may exercise the option of considering the CTET. Schools owned and managed by the State Government/local bodies and aided schools shall consider the TET conducted by the State Government. However, a State Government can also consider the CTET if it decides not to conduct the State TET. 

Only qualifying the CTET would not confer a right on any person for Recruitment/employment as it is only one of the eligibility criteria for appointment. The candidate must retain a copy of his/her filled in Confirmation Page, Original Receipt of Candidate Copy of Challan if fees paid through Bank Challan for record and future reference, if required.

Procedure for submission of Online Application Form of CTET-FEB 2015 

1. Please read the Information Bulletin of CTET FEB 2015 carefully before you start filling the Online Application Form. 

2. Candidates can apply for CTET-FEB 2015 ‘ON-LINE through website www.ctet.nic.in. Candidates can apply on-line at CTET website ww.ctet.nic.in. The candidate should supply all details while filling the ONLINE FORM. Candidates are required to take a print out of the computer generated Confirmation Page with Registration Number after successful submission of data upload of images and payment of fees for record and future reference. The confirmation page SHOULD NOT  be sent to CBSE. 

3 The application for CTET-FEB 2015 has been made completely online with the facility to upload photograph and signature of the applicant. The particulars will be filled online and the scanned images of photograph and signature (in JPG format only) will be uploaded at the time of filling the application form. The candidates/facilitation centres are advised to keep the scanned images of photograph and signature of the candidates ready in JPG format before applying online. 

4 The candidate should mention their own Mobile No., E-mail ID, Photograph and Signature while submitting their On-Line application as the CTET alerts will send to the candidates on their registered Mobile Number and E-mail ID.  

 Application Procedure: 4 Simple Steps to be followed to apply online. 

Step 1 : Fill in the Online Application Form 
Step 2: Upload Scanned Images of Photograph and Signature.  
  • The scanned images of photographs and signature should be in jpg format.
  • Size of the photo image must be greater than 4 kb and less than 100 kb.
  • Size of the signature image must be greater than 1 kb and less than 25 kb.
  • Image Dimension of photograph should be 3.5 cm (width) x 4.5 cm (height) only.
  • Image Dimension of signature should be 3.5 cm (length) x 1.5 cm (height) only.

Step 3: Pay Examination Fee by Challan or debit/credit card: 
Step 4: Print Confirmation page for your record and future reference, if required. 

The candidate particulars entered can be edited till the payment of fees has not been made. The candidate’s particulars cannot be changed/edited once the examination fees have been submitted. Thereafter correction can be made during the period online corrections will be permitted from 16-01-2015 to 23-01-2015.

Intelligence Bureau (IB) Recruitment of Various Posts 2014-15

CTET - 2014 Notification for Primary / Elementary Teachers

Application Procedure: 4 Simple Steps to be followed to apply online

Step 1: Fill in the Online Application Form and note down system generated Registration No. The candidate should supply all details while filling the Online Form. The Application Form mainly contains the personal details and contact details of the candidates. After successful submission of the data, Registration No. will be generated and it will be used to complete the remaining Steps of the Application Form and also required for all future correspondence.

Step 2: Upload Scanned Images of Photograph and Signature 
  • The scanned images of photographs and signature should be in jpg format.
  • Size of the photo image must be greater than 4 kb and less than 100 kb.
  • Size of the signature image must be greater than 1 kb and less than 25 kb.
  • Image Dimension of photograph should be 3.5 cm(width) * 4.5 cm(Height) only
  • Image Dimension of signature should be 3.5 cm(length) * 1.5 cm(Height) only
  • * NOTE : THE Candidate particulars can be edited till the payment of fees by Debit/Credit Card has not been made or the challan is not downloaded.Once the payment of fee has been made / challan downloaded, candidate particulars cannot be edited at this stage. Thereafter corrections can be made only during the period in which on-line corrections will be allowed as per the given schedule of CTET - SEPT 2014.


Step 3: Pay Examination Fee by challan or debit/credit card: 
  • For Payment by Syndicate Bank/ Canara Bank challan: The candidate has to select “Bank e-Challan” (Syndicate/Canara Bank) to submit the application fee through bank. As soon as he/she selects, an e-Challan will be generated containing details of the candidate along with amount to be paid as per their category and paper(s) opted. The candidate has to take a printout of the same and take it to the nearest Core Banking Service (CBS) facility enabled Branch of the respective Bank for making payment. After payment, the candidate has to login again to the system and enter the details written on the e-Challan by the bank official like Transaction ID, Branch Code, Branch Name and date of fee deposit. After the details are uploaded, a Confirmation Page will be generated. 
  • OR Candidate can also pay fee by Debit/ Credit Card of any bank.


Step 4: Download Confirmation Page for your record and future reference, if required.
  • Note : Candidates are NOT REQUIRED to send hard copy of confirmation page to CTET unit. However, the candidates are advised to retain the hard copy of the application i.e. confirmation page, challan if fees is paid by challan, for future reference.

Haryana Teacher Eligibility Test (HTET) 2013-14

The test will be conducted for theree levels. The Level - I examination will be conducted for becoming Teacher for Classes I-V : Primary Teacher (PRT). The Level - 2 examination is  for becoming Teacher for Classes VI-VIII: Trained Graduate Teacher (TGT) in the disciplines of Social Studies, Science, Mathematics, English, Hindi, Sanskrit, Punjabi, Urdu, Physical Education, Home Science, Art, Music and Level –3 Examination is for  Post Graduate Teacher (PGT) in various disciplines i.e. (i) English, (ii) Hindi, (iii) Geography, (iv) Sanskrit, (v) Home Science, (vi) Sociology, (vii) Physical Education, (viii) Psychology, (ix) Punjabi, (x) Urdu, (xi) History, (xii) Political Science (xiii) Biology, (xiv)  Physics, (xv) Chemistry, (xvi) Mathematics, (xvii) Commerce, (xviii) Economics, (xix) Music, (xx) Fine Arts, (xxi)  Computer Science. Examination Fee :  All candidates except SC & Differently abled have to pay  Rs.600/- for each Level. The candidates from SC & Differently Abled of Haryana Domicile only have to pay Rs.300/- for each Level and the candidates from SC & Differently Abled of Other State have to pay Rs.600/-  for each Level. 

Important Instructions : In accordance with the provisions made in the Service Rules of various categories of teaching staff in the State of Haryana, RTE Act, 2009 and guidelines framed by the NCTE, HTET shall apply to –
  • Schools of the State Government / Local authority referred to in the Service Rules and also Sub-clause (i) of clause (n) of Section 2 of the RTE Act, 2009; and
  • Schools referred to in Sub clause (ii) of clause (n) of the RTE Act in Haryana.
  • Provided a School referred to in Sub-clause (iv) of clause (n) of Section 2 of the RTE Act may, for the purpose of Elementary levels, exercise the option of considering either this HTET or the TET conducted by the Central Government.

Instructions Regarding Booklet 
  • Every Test Booklet has a serial number mentioned on the front page which the candidate must carefully write at the appropriate place on the Answer Sheet.
  • The candidate must put his/her signature on the front page of the Test Booklet at the appropriate place.
  • In case the candidate finds any defect in the Test Booklet, he/she should request the invigilator to change the same before writing any particulars.
  • Answer Sheet must be returned to the invigilator before leaving the examination hall.

Instructions regarding Answer Sheets
  • The candidate must read the instructions given on the Answer Sheet carefully. A sample of the Answer Sheet for the test is given in these guidelines/instructions (Annexure - III)
  • Use only Black/Blue ball point pen strictly as per directions mentioned on the Answer Sheet.
  • In case the candidate finds any defect in the answer sheet, he/she should request the Invigilator to change the same.
  • Do not fold the Answer Sheet or make any stray marks or do any rough work on it.
  • The candidate should fill in his/her Roll No. and Test Booklet No. printed on the front page of the Test Booklet in the proper blocks and darken the ovals (circles) with black/blue ball point pen only, as mentioned on the Answer Sheet.
  • The candidate must put his/her signature at the appropriate place on the Answer Sheet with Black/Blue ball pen.
  • Calculator/Mobile Phones will not be allowed inside the Examination Centre.
  • Answers to the questions are to be given by darkening the relevant oval (circle) completely with black/blue ball point pen only.




Admit Cards : ADMIT CARDS WILL NOT BE SENT BY POST. Every eligible candidate may download his/her admit card from the website (www.hbse.ac.in OR www.htet.nic.in OR www.bseh.org.in) with effect from 20.01.2014 onward and appear in the examination at the allotted examination centre. After taking print out of “Roll No./Admit Card”, go through the particulars etc. and if any discrepancy in the particulars of the candidate or his/her photograph and signatures is noticed, the candidate should immediately contact the Special Examination Branch of the Board and get the same corrected. 

  • The exact place and name of the centre for the test shall be mentioned on the admit card.
  • No candidate will be permitted to appear from the centre other than the one allotted to him/her. No request for change of centre will be entertained under any circumstances. If any candidate unlawfully appears from a centre other than the one allotted, his/her candidature will be rejected out rightly and result will be quashed without entering into any correspondence with him/her in this regard whatsoever.
  • Such eligible candidate who does not find his/her admit card on the Board’s website (www.hbse.ac.in OR www.htet.nic.in OR www.bseh.org.in) may contact personally the “Special Examination Branch” of the Board’s office at Bhiwani for this purpose at least two day prior to the date of examination during usual office hours i.e. 9.00 a.m. to 5.00 p.m. He/She would be required to bring with him/her adequate proofs i.e. Photostat copy of Computer Generated Application form (“Confirmation Page”), a copy of payment challan in support of having deposited examination fee and an attested copy of certificate of having qualified Secondary(Xth Class) examination, two copies of photograph as uploaded on the Application Form and also adequate proof of having deposited/sent the “Confirmation Page”.
  • No candidate will be admitted to the Examination centre unless he/she produces valid Admit Card having his/her photograph printed on it. In case a candidate does not download his/her Roll No. and does not appear in person at the Board’s Headquarters (Bhiwani) up to one day before the date of examination, his/her request for issue of Roll No. will not be considered and he/she will not be permitted to appear in the examination without valid admit card.

Central Teacher Eligibility Test (CTET) Feb-2014 for Primary/ Elementary Teachers

The Central Board of Secondary Education (CBSE), Delhi has issued a notification for Central Teacher Eligibility Test   (CTET)  Feb-2014. The Board will conduct a All India Examination in this regard  for a person to be eligible for appointment as a teacher for classes I to VIII on 16/02/2014. The interested candidates can apply in ONLINE mode only through the link provided on the official website of the Board. No other means/mode of application will be accepted. If a candidate qualifies the test, the Validity Period of CTET qualifying certificate for appointment will be seven years from the date of declaration of its result for all categories. There is no restriction on the number of attempts a person can take for acquiring a CTET Certificate. A person who has qualified CTET may also appear again for improving his/her score. A candidate can get a duplicate copy of Marks Statement or Eligibility Certificate by paying the following fees by way of Demand Draft in favour of “Secretary, Central Board of Secondary Education” drawn on any nationalized bank and payable at Delhi:

The Normal Course (within 2 weeks) Time is for issue of Duplicate documents and the Charges are Rs.200/-. For getting the certificate Within two working days the fees will be carged is Rs.400/-. 

The CTET shall apply to schools of the Central Government (KVS, NVS, Central Tibetan Schools, etc.) and schools under the administrative control of UT’s of Chandigarh, Dadra & Nagar Haveli, Daman & Diu and Andaman & Nicobar Islands and NCT of Delhi.

CTET may also apply to the unaided private schools, who may exercise the option of considering the CTET.

Schools owned and managed by the State Government/local bodies and aided schools shall consider the TET conducted by the State Government. However, a State Government can also consider the CTET if it decides not to conduct the State TET.

The candidates appearing in CTET will be issued Marks Statement. The Candidates securing 60% and above marks will be issued Eligibility Certificate.
School Managements (Government, Local bodies, Government aided and unaided) may consider giving concessions to person belonging to SC/ST, OBC, differently abled persons, etc., in accordance with their extant reservation policy.
Qualifying the CTET would not confer a right on any person for recruitment/employment as it is only one of the eligibility criteria for appointment.

How to Apply : Apply Online at CBSE CTET website from 11/10/2013 to 31/10/2013 only. Take  a print out of online registered application (if applied online) and send  by Registered/ Speed Post so as to reach positively by 07/11/2013 in the CBSE office on the following address:

CBSE/ROD/ADMN./2012 dATED 27/03/2012.
