If you are doing business in Foreign Trade, then you should know about the Citizen Charter of this trade. Foreign trade can be considered a number of different things, depending on the type of tradeone is talking about. Generally speaking, foreign trade means trading goods and services that are destined for a country other than their country of origin. Foreign trade can also be investing in foreign securities, though this is a less common use of the term.
Foreign trade is all about imports and exports. The backbone of any foreign trade between nations are those products and services which are being traded to some other location outside a particular country's borders. Some nations are adept at producing certain products at a cost-effective price. Perhaps it is because they have the labor supply or abundant natural resources which make up the raw materials needed. No matter what the reason, the ability of some nations to produce what other nations want is what makes foreign trade work.

ORGANISATIONAL SET-UP:
Directorate General of Foreign Trade is an attached office of the Department of Commerce, Ministry of Commerce and Industry. It is headquartered in Udyog Bhavan, New Delhi . Under its jurisdiction, there are four Zonal Offices at Delhi , Mumbai, Kolkata and Chennai headed by Zonal Joint Director General of Foreign Trade. There are 35 Regional Authorities all over the country.
OUR VISION :
To set a policy objective of achieving an annual export growth of
15% with an annual export target of US$ 200 billion by March 2011. In
the remaining three years of this Foreign Trade Policy i.e. up to 2014,
the country should be able to come back on the high export growth path
of around 25% per annum. 2014, we expect to double India ’s exports of
goods and services. The long term policy objective for the Government is
to double India ’s share in global trade by 2020;

SERVICES PROVIDED:
Our mandate is to formulate and implement Foreign Trade Policy of the Government of India for delivery of efficient and quality services to our clients.
EXPORT FACILITATION:
· · DGFT has been functioning as a facilitator of exports and imports. Our focus is on good governance, on clean, transparent and accountable delivery systems.
· · Zonal/Regional offices of DGFT are also functioning as Export Facilitation Centers and as nodal agencies to attend to the problems of trade and industry and to coordinate with different departments.
STANDARDS AND QUALITY OF SERVICES TO OUR CLIENTS:
DGFT, New Delhi is an ISO 9001:2000 awardee Organisation. It is the consistent endeavour of our organization to deal with our clients in an open and transparent manner and ensure disposal of all applications within the time schedule as prescribed in the policy/procedures. The clients would have the right to approach the concerned Addl. DGFT/Joint DGFT without any prior appointment during office hours in case of any delay. Cases of inordinate delay where the matter has not been resolved by Addl. DGFT/Joint DGFT could be brought to the notice of the Director General of Foreign Trade for taking remedial measures. DGFT also monitors disposal of applications filed in different Regional Authorities at its Headquarters to take remedial measures.
GRIEVANCE REDRESSAL:
Under Foreign Trade Policy (2004-09), DGFT as a facilitator of exports and imports has set-up Standing Grievance Committees that are chaired by (i) the Director General of Foreign Trade at the Headquarters (ii) Head(s) of the concerned Regional Authority(s) in the respective Regional Offices. Every exporter/importer has a right to seek and have an opportunity to make a representation to and be personally heard, if he so desires, by the Grievance Committee. After exhausting the remedies available with the Standing Grievance Committees, the aggrieved Exporter/Importer may approach the Grievance Redressal Committee for relief.
The Grievance Redressal Committee has been set up in order to facilitate speedy redressal of grievances of Trade and Industry and a procedure for making reference to the committee was notified under Public Notice. The Grievance Redressal Committee is presently functioning under the Chairmanship of Special Secretary, Department of Commerce.
RIGHT TO INFORMATION:
We have implemented the Right to Information Act, 2005. DGFT has also appointed Central Public Information Officers (CPIOs) and set up mechanism of appeal as provided in the Act.

CONCLUSION:
This Charter is a summary of what we propose to offer to the community, our clients and our workforce. This Charter is neither a part of the policy conditions of our clients nor the conditions of service of our workforce. This Charter does not also address the responsibilities of our clients. Their responsibilities concerning their cases can be found in the Policy and Procedures.
